Administrative Services
The Division of Administration provides administrative services to include budget, fiscal, human resources, building, fleet and information technology. Services provided to the public are issuing birth and death certificates, health insurance eligibility determinations, and transportation to non-emergency medical appointments for qualified Medical Assistance recipients.

Alcohol and Drug Recovery Center
The Division of Addiction Services -- Alcohol and Drug Recovery Center, provides substance abuse related education, assessment, intervention and treatment services to adult and adolescent patients and their family members. Services are delivered from community and detention center based programs. The division utilizes a counseling approach and integrates the Stages of Change model. The program recognizes that addiction is a disease that causes changes in the brain, and that substance abuse is influenced by environmental conditions and behavior; recovery from addiction is possible with appropriate treatment and long-term lifestyle changes. Family support and counseling sessions are offered to patients and their families to help increase understanding of the dynamics of addiction. Patients are also encouraged to attend recovery oriented support groups, including Narcotics Anonymous and Alcoholics Anonymous meetings, several of which are held at the Health Department.

Community Health Services Division
The Division of Community Health Services promotes the health of Cecil County residents and offers a variety of health services for children and adults. Services include:
* monitoring and controlling communicable diseases and conditions (communicable disease may include sexually transmitted infections, tuberculosis, rabies, and other public health disease threats.),
* communicable disease surveillance and case management of residents affected by communicable diseases.

Environmental Health Division
The Environmental Health Division enforces state regulations, conducts inspections, and issues licenses and permits. Services include soil testing for septic systems; well permits; community water supply and sewage systems surveillance; food services inspections; rabies vaccination clinics and control activities; inspection of bathing beaches, swimming pools, public camps, and mobile home parks; issuing burning permits, and nuisance investigations.

Division of Health Promotion
The Division of Health Promotion interacts with the community by providing health education and outreach programs. Registered Nurses, Health Educators, Coordinator of Special Programs, and Outreach Workers educate and encourage Cecil County residents to practice behavioral changes that prevent disease and help promote healthy lifestyles. Preschoolers to senior citizens enjoy an extensive range of services and programs including HIV/AIDS prevention, blood pressure screenings, dental sealant program, referrals and follow-up for childhood immunizations, colorectal, breast and cervical cancer screening outreach, free stop smoking programs and Nicotine Replacement Program/Chantix® Services programs. At-risk programs offered are drug use prevention and HIV/AIDS Prevention Education Programs. Mini-grants are also available to community groups in the area for tobacco use prevention. Staff assist the Cancer and Tobacco Task Forces to develop and implement community action plans to address injury issues, colorectal cancer and tobacco use prevention. Staff provides information and educational materials on health topics upon request from the community.

Office of Epidemiology and Emergency Preparedness (OEEP)
This Office promotes the health of Cecil County residents by providing epidemiological and public health emergency planning and support. Epidemiological services include community health assessments, project planning and development, and project evaluation. OEEP works jointly with the Office of Communicable Disease Control and Environmental Health Services to provide support and assistance with epidemiological investigations and outbreak control measures. Emergency preparedness activities include emergency response planning and evaluation, staff training and curriculum development, and developing publications for public use.

Special Populations Division
The Special Populations Division is comprised of four units. Each of these units provide distinct, yet related, services. The Mental Health-Core Service Agency performs planning and funding of service development for areas not otherwise covered in the public mental health system. Services include funding for the uninsured. The Personal Care program provides in-home practical help to chronically ill persons to allow them to stay in their homes and to live independently, as long as possible. The program is developed for long-term maintenance of patients at risk of institutionalization. Adult Evaluation and Review Services provides assessments for frail adults at risk of institutionalization. This unit develops comprehensive plans of care to allow the client to remain in their home. The Developmental Disabilities program provides case management to eligible residents having a developmental disability or suffering a severe disability occurring prior to the age of 22 years. The goal is to assist the individual to achieve optimal integration into society.

Adult Addiction Services
What services are provided for those over the age of 18 at the Cecil County Health Department Alcohol and Drug Recovery Center?
The Cecil County Health Department offers traditional outpatient services for those 18 years and older. Traditional outpatient treatment services consist of completing an evaluation and enrolling in one of the group sessions that are offered. We have traditional adult treatment groups Monday through Thursday at various times throughout the week. We also offer an aftercare program for those individuals that have completed an inpatient treatment facility. We also offer a satellite program that is held in Rising Sun. For those clients that are assessed at their evaluation or during the course of treatment as needing more intensive treatment are referred to the appropriate level of care. If a client presents him/herself as in need of other community services, referral to those services are provided as well.
What services are provided for incarcerated individuals?
Those individuals on the lock-up side of the detention center have access to treatment and aftercare services through the ARC and ARCA programs. Maximum tier inmates receive treatment in the MARC group. In addition, the Alcohol and Drug Recovery Center conducts evaluations mandated by the courts through DHMH. CARC, or work release, also has treatment and aftercare services embodied in the CAP and CAPA programs. CARCADE is a drug and alcohol education program for inmates who either do not meet criteria for admission to CAP, whose work schedule conflicts with the group time, or who do not wish to attend group. We work with all jail clients in attempting to provide continuing care treatment services.
How will my fee be determined?
The cost for services at The Alcohol and Drug Recovery Center is based on an ability to Pay Schedule determined by your gross annual income and the number of family members residing in the household. A fee reduction will be considered when special circumstances exist, such as outstanding medical bills or court ordered child support for children that do not reside in your immediate household. No one will be denied service due to inability to pay.
Adolescent Services
What services are provided for those under the age of 18 at the Cecil County Health Department Alcohol and Drug Recovery Center?

Crisis Services
How can I access detoxification or inpatient services?
Even though detoxification and inpatient services are not available at the Cecil County Health Department, the Alcohol and Drug Recovery Center can provide referrals when necessary. We have relationships with several facilities in neighboring counties and states. Here is what you need to know.
If you have insurance, your first step is to contact your provider. You should ask the following:
* What coverage do I have for these services?
* How do I access the service?
* Do I need a referral or to be evaluated by a physician or other healthcare professional?
* What facilities do you cover?
If you do not have insurance, please contact our agency. Make sure you explain that you are seeking detoxification or inpatient services so you speak with a member of our clinical staff. Some of the information that will be gathered over the phone includes your name, what substance(s) you are using, physical status, mental health status, motivation, etc. You will then be scheduled for an assessment that will determine what level of care you require. Once it is determined what the most appropriate course of action is, our staff will help you find a facility.
What is the "Alcohol and Other Drug Abuse (AODA) Prevention Program"?
The Alcohol and Other Drug Abuse Prevention Program promotes healthy drug free lifestyles among youth and their families. A drug use prevention program that promotes drug resistance, personal self-management skills and general social skills is presented at selected sites.
Cecil County Mental Health Core Service Agency
The Cecil County Core Service Agency assures the existence and timely access to quality Public Mental Health Services for eligible Cecil County residents and their families, suffering from the devastating effects of acute, as well as, serious persistent mental illness.
Functions of the Cecil County Core Service Agency
* To work collaboratively with, Mental Hygiene Administration (MHA) and Maryland's APS Healthcare (MAPS-MD) the Administrative Service Organization to coordinate and administer Maryland's Public Mental Health System (PMHS).
* To plan, develop, and manage a full range of treatment and rehabilitation services for Cecil County consumers with serious mental illness.
* To handle consumer complaints, grievances, and appeals.
* To assure consumer access and consumer rights

You (or someone you know) can get help from the Cecil County CSA if:
* You need mental health services and have Maryland Medical Assistance (Medicaid)

Developmental Disabilities:
Provides case management services for Cecil County adults and children (ages 3 years and up) with developmental disabilities and their families. The mission of the Cecil County Health Department Resource Coordination Program is:
* To provide leadership to assure the full participation of individuals with developmental disabilities and their families in all aspects of community life in the least restrictive environment.
* To promote the individual's and their family's ability to access quality supports and services necessary to achieve optimal health and safety, social integration, independence and productivity.

Resource Coordination
The Cecil County Health Department Division of Special Populations is contracted by the Eastern Shore Regional Office of the Developmental Disabilities Administration to assist people with developmental disabilities who have applied for services.
Resource Coordinators (case managers) are the Cecil County Health Department employees who first determine eligibility* and then assist these individuals and their families in the development of plans to meet their needs.
* Eligibility for services means the disability occurred prior to the age of 22 and the applicant is a resident of Cecil County.

* Assess the applicant's eligibility and urgency of need for DDA-funded services.
* Inform individuals/families about community services and supports
* Suggest, plan for, locate, and advocate for services to meet the individual's strengths preferences and needs.
* Assist individuals in advocating for themselves.
* Coordinate residential, day, and support services, review the funding information and prepare the necessary paperwork for the Eastern Shore Regional DDA office.
* Conduct psychological and behavioral assessments and develop behavioral intervention plans and training
* Review services periodically to insure they continue to meet the individual's needs, outcomes are being met and plans are being implemented.
* Talk to people about their dreams and experiences so that plans are accurate and up to date.
